DADE CITY - A Polk County paramedic was arrested Wednesday afternoon by Pasco County deputies, accused of shooting his gun while driving his truck.
Jeffrey Allan Morgan, 33, of Dade City, was driving his 2004 GMC Sierra on Curley Road about 12:15 p.m. when witnesses saw him firing a handgun, a sheriff's office report states. A deputy stopped the truck at State Road 54 near Bruce B. Downs Boulevard in Wesley Chapel.
Morgan told the deputy he was shooting at objects as he passed them but stopped shooting when he saw cars behind him, a report states.
He was arrested on a felony charge of discharging a firearm in public from a moving vehicle. He was released from the Land O' Lakes Jail on Wednesday after posting $10,000 bail.
Polk Fire Chief David Cash said today that Morgan, who has been with the department since 2002 and also is a driver engineer, had been out of work for several days with a medical issue.
The department will determine whether the criminal case merits disciplinary action.
"At this moment, he's still a member with good standing," Cash said.

TAMPA - Lowry Park Zoo's embattled president should repay the attraction at least $202,000 for animals and equipment he has taken from the complex, according to preliminary results from a city audit released Friday.

The inquiry revealed that the zoo's president and chief executive officer, Lex Salisbury, routinely took zoo animals, equipment and supplies for his private ranch and for a separate business venture. It says he overcharged the zoo when selling his animals but paid below market value when he bought.

In one instance, he acquired a used Mercedes safari truck the zoo had recently bought and refurbished. In return, he gave the zoo a used lawnmower and $3,433.

The lack of documentation means Salisbury could owe much more, said Santiago Corrada, the city's representative on the zoo board.

"There are some serious issues that need to be looked at by law enforcement," said Corrada, the city's administrator of neighborhood services. "These issues were systemic in all areas of the zoo."

Tampa Mayor Pam Iorio said she thinks the zoo's board must fire Salisbury when it convenes an emergency meeting next week to review the audit's findings.

"There has got to be a change in leadership as soon as possible," she said. "I trust the board will do the right thing."

As of late Friday, Tampa police said they had not launched an investigation into the zoo's chief, and the mayor had not asked the Florida Department of Law Enforcement to investigate, according to FDLE spokeswoman Trena Reddick.

It appears the zoo can terminate Salisbury's employment without any severance pay.

Salisbury's letter of employment expired in January 2006.

Along with his salary, Salisbury receives the use of a Range Rover, which cost up to $93,325, and two zoo-paid trips each year for his wife, one domestic and one international.

Iorio launched the audit after The Tampa Tribune reported that Salisbury had taken zoo animals and resources to help build Safari Wild, a private exotic-animal park he co-owns and plans to open in Polk County. The audit confirmed the incidents reported in the Tribune's investigation and uncovered several others.

The mayor said she was shocked to learn how deeply Salisbury had co-mingled zoo and personal businesses. "I couldn't believe it," she said.

Salisbury, the city auditors wrote, "seems unable to differentiate between his role as CEO of the zoo and the role he plays with his business and his ranch and fails to acknowledge the improprieties even after the results of the audit."

Salisbury often brought his own animals to the zoo for treatment and care, which created added burden for an overtaxed staff, the audit says.

At the same time, Salisbury created a culture in which zoo employees feared they would be fired if they didn't help with his private Polk County venture. Many were so fearful that they were reluctant to speak with city auditors.

Salisbury, who is on paid leave from the $339,000-a-year zoo job, could not be reached for comment. He has said he never improperly profited from his 21-year connection to the zoo.

When the appearance of conflict of interest began to make headlines, zoo board member Bob Merritt told the Tribune the board had reviewed all transactions with Safari Wild and found nothing improper.

Merritt didn't respond to messages seeking comment late Friday.

Instead, Merritt, now board chairman, said in a statement that the zoo has already made significant changes to beef up oversight of the attraction. These include committees to oversee audits, governance and compensation.

"The board is keenly aware that whatever actions we take now must continue to focus on restoring confidence in the integrity of zoo management," Merritt said in the statement.

The most expensive conflict auditors found involved $150,709 in structures the zoo built on the Safari Wild property. The zoo built a horse barn, monkey cages and a shade structure on the property where Salisbury and his business partner plan to run African-style safari tours for paid visitors.

The work was done as part of a now-voided agreement between Salisbury and board chairman Fassil Gabremariam, who resigned from the board after concerns arose about Salisbury's dealings.

When the Tribune first reported about the barns, Salisbury said they were meant to be temporary until the zoo could find some land where exhibit animals could get a break from life on display.

The auditors found the buildings to be substantial, with concrete foundations.

"It would be extremely difficult for those structures to be relocated," said Corrada, the city's board member.

Many of the issues raised in the audit involve animals, particularly species that could be big draws at Salisbury's exotic-animal park.

In some cases, the zoo would order animals it didn't have space for, then ship them to Safari Wild or Salisbury's ranch in Dade City.

In one such case, Safari Wild joined Lowry Park Zoo and several other attractions during early 2007 to import rare birds. Then Salisbury told the zoo's director of collections that Safari Wild could not afford its share of the order, which came to $44,975

Since the birds were already shipped and quarantined in Miami, the zoo paid for Safari Wild's birds. Eleven of the 18 birds went to Safari Wild at no cost to Salisbury.

All told, Salisbury recorded 278 animal transactions with the zoo, many of which raised questions for the auditors.

In April 2004, Salisbury gave the zoo two zebras for a $10,000 credit. One year later, he bought two zebras from the zoo for $2,000.

On the same day, he bought an African antelope known as a bongo for $2,000. Four months later, he gave the zoo a bongo for an $8,500 credit.

When questioned about the animal trading, Salisbury told auditors that the ranges in prices were due to fluctuating values on the open market.

As a result of Salisbury's animal dealing, the Association of Zoos and Aquariums temporarily revoked the accreditation of the zoo, Salisbury and Larry Killmar, the zoo's director of collections.

The suspension means Lowry Park can't borrow animals from other accredited zoos to enhance its exhibits.

The city owns the zoo land and animals. Part of the lease agreement with the Lowry Park Zoological Society stipulates that it meet the zoo association's standards.

The zoo should take "any and all steps necessary" to restore its accreditation, the audit concludes.

The Zoo Board will meet when it gets around to it.If this were a "Moral" issue, the "Christians" of Tampa would be on this and the Church's would be preaching about it and the guy would be branded and thrashed and gone in a day. But, there is no sexual part of this or any innuendo so far, so it is relatively unimportant. It has to have SEX involved to get them excited enough to do something public. Maybe there is a gay zebra they can bring out.

I had tried unsuccessfully to work with Lex, through his vet, Dr. Murray, to give a Persian leopard there an appropriate home. When the leopard became too old and "ugly" to be out on exhibit, the cat was relegated to a night house there. You should ask to see the cats' night houses. It is nothing more than a concrete closet and that is where zoo cats spend most of their time. They are only outside during visiting hours and often they are rotated so that they only see daylight once every few days. We had a 1200 square foot enclosure, with an air conditioned den, and were willing to take the cat and give him a decent home. Lex refused because he didn't want the public to percieve us as having rescued a cat from him. His concern with his own ego was more important than giving the leopard a decent place to live. According to the cat's keepers, they tried to rotate him out into the FL Panther exibit during the night, so that he wasn't locked up all the time, but he hated being locked inside so much that they couldn't even starve him into coming inside, so they quit allowing him out at all. I believe the cat has since died. We tried for several years to get the zoo to let him come here, to no avail. It is an ugly business and if people could see what happens behind the scenes in zoos (as Baird's continued coverage is now showing) they would not support this abusive industry. I think they would be smart to turn it into a rescue zoo where no breeding is done and the only way animals come in the door is if they have to be rescued. Zoos are an outdated institution and they suffer financially because the public isn't stupid. Anyone can see how little zoos are really doing for animals in the wild and anyone can see that wild animals don't belong in cages. Science has brought us out of the dark ages and we now know that animals can experience many of the same kinds of emotions as people can.

I have met Lex, at least casually. This guy has the largest ego you could imagine. He views animals as "commodities" and nothing more. I personally witnessed him bragging about killing the tiger that escape from its enclosure ... almost as if he was on a safari hunt ... big man. I felt like laying him out on the spot because of the arrogance he displayed. He is the worst of "public" officials. His salary is absurd. His benefits are ridiculous. If the city and state does not pursue this man to the end including criminal charges (how could you view it as anything but criminal), then shame on them as they simply will endorse more bad behavior by these worthless public officials. No matter what we are reading here, you know it is even worse than that. I've never really wished for bad things to come to another person, but this guy deserves the full brunt of public humiliation, political lambasting and any criminal charges that can be executed by the most liberal interpretations of state and federal laws. He should be in a cage for a while, it would suit him just perfectly.

Off-duty firefighter Benjamin Harrison had followed erratic drivers before, but he said the driver he tailed for miles Tuesday afternoon was the worst he had seen.
Harrison called 911 to report the man. After watching the car swerve repeatedly, Harrison decided the man could kill someone if Harrison didn't take immediate action. The man stopped at a mobile home park, and Harrison took the man's keys and refused to give them back. That's when the man attacked him with a box cutter, Harrison said.
Harrison, 45, a driver-engineer from Valrico who has been with Hillsborough County Fire Rescue for 13 years, was taken by ambulance to St. Joseph's Hospital. He since has gone home.
"I feel in my heart that if I didn't take his keys, he would've definitely gotten into a wreck," Harrison said.
Richard Martin Bruneau said he did cut Harrison. Bruneau, however, disagrees with Harrison's version of events. He said he was sober and only was driving in the park. He said his girlfriend drove him there and that he was sitting in a parked car when Harrison attacked him for no reason. He said he cut Harrison in self-defense.
"He grabbed me in a choke hold, and he about killed me," Bruneau said.
Hillsborough County deputies support Harrison's version. They arrested Bruneau at 1:02 p.m. Tuesday, saying he had committed aggravated battery with a deadly weapon. Bruneau was released from jail at 12:36 a.m. today after posting $7,500 bail.
Harrison's 911 call is part of an ongoing investigation and was not available to the media today, sheriff's spokesman J.D. Callaway said
Deputies didn't test Bruneau's blood-alcohol level, Callaway said.
"There was just a discretionary choice by detectives not to do that," he said.
Harrison said he first noticed Bruneau about 12:40 p.m. Tuesday. Harrison, who was driving his personal vehicle, a Chevrolet Camaro, said Bruneau's Toyota was swerving on Valrico Road.
"He was just out of control," Harrison said. "I called 911 and said, 'He's either extremely drunk or he's diabetic and he's having a diabetic crisis.' I witnessed him run a traffic light at about 50 miles an hour, and he never slowed down. I said, 'He's going to kill somebody if I don't get him to stop.' "
Bruneau, 43, of 5455 Burgess Ave., Cocoa, stopped his car at the entrance to a mobile home park on Valrico Road, deputies say.
Harrison said he used a ruse to approach Bruneau. He got out of his car and told Bruneau that a big chunk of Bruneau's Toyota had fallen off.
When Bruneau went to the rear of his car to check, Harrison removed Bruneau's keys.
During the ensuing struggle, Bruneau slashed him, Harrison said.
"The blade was so sharp, I didn't even know he cut me," Harrison said. "He's struggling to get up. Then I noticed the blood. … When I realized I was cut, I let him up, and I was kind of in shock and freaking out."
Harrison said Bruneau went back to the Toyota – he's not sure why – and that it worried him. Harrison got out a gun to defend himself, he said. Tampa Tribune records confirm Harrison has a concealed weapons permit.
Bruneau still had the box cutter, and Harrison warned him he had a gun and fired one shot into the air, Harrison said.
Bruneau disagrees with Harrison's story.
He said he was sitting in the car in the parking lot, waiting for a niece who lives nearby, when Harrison attacked him for no reason. He said he works as a window tinter and carries a razor on his neck and used it to cut Harrison to protect himself.
Bruneau ran away after the fight, say deputies, who used a sheriff's helicopter to locate him.
Harrison had a severe laceration on his right leg, deputies say.
The hospital used 51 staples to close the wound. He does not have tendon or ligament damage but expects to miss four to six weeks of work.
In a separate incident Aug. 7, Bruneau was charged with driving under the influence, refusing to submit to testing and driving with a canceled, suspended or revoked license. He said he "wasn't totally drunk" that night. That case is pending.

Firefighter's are not cops. he should have just waited a few minutes the po po were on there way. Stop tryin to be a "Firefighter Hero". It's gettin old already. He's lucky that guy didn't have a gun. He'd need more than staples to fix what could have happened.

He fired a shot into the air??. He is a firefighter and he fired a shot into the air???. Doesn't he know that firing a shot into the air is a NO-NO!!!!!. You use a firearm to stop a subject from doing whatever it is he was doing that threatened your life or the life of another. Warning shots MUST come down somewhere......He should have held him at gunpoint, and if he continued to advance he should have shot the bad guy. NOW this piece of ---- will go on to harm others......Read your CCF booklet........

I'm surprised they didn't check his blood alcohol level. He was driving irratically....I think that should've been investigated a little further. Maybe it would've also help with why he attacked this guy- if he did in fact attack him. Wierd.

For some reason this firefigher reminds me of Fire Marshall Bill with a vigilante attitude. He should have minded his own freaking business instead of playing cop. I drive on the Howard Frankland Bridge every day on my commute to work and see drivers doing over 100 MPH and I don't chase them for the same reason: I don't want to get shot or stabbed....Let me show ya something!!!

Since the police did not see the guy operating the vehicle, there is no probable cause for them to administer a BAT. If the firefighter was a certified LEO, then they could arrest the guy under the firefighter's witness account.Think the firefighter is in the wrong line of public service. Leave the policing to the police. Won't be surprised if the guy doesn't lawyer up and push to get "grand theft motor vehicle" charges brought against the fire fighter.

I think the firefighter was being a good citizen and saw this driver was a danger...and checked it out...whether it was a diabetic issue or alcohol. I think he has learned the hard way how dangerous that can be. I do not understand why the police did not test the suspects alcohol level.

Firefighter, concerned citizen, whatever, unless you are a police officer with a badge don't approach someone you think has been drinking or could be a menace to society. Firefighter is lucky he only got cut. Personally if someone pulls me over as a ruse and takes my keys I am going to look at it as a car jacking and pull a gun.

I am proud that the firefighter tryed to protect others. The use of the words "latter" and "ruse" are entertaining.The accused has recent pending charges... Hmmmm. Did LEO run a check on that before letting him go? Looks like a duck, sounds like a duck, must be a ??????

Reminder for the future: Drunk in front of you, be passive, let him be. Drunk coming at you, pray that he doesn't hit you, or if he does, sue the firefighter behind him for not trying to stop him, even when he knew he was drunk, because the drunk won't have a license or insurance. What a bunch of wusses. Cops are wusses too for not testing for DUI under citizens arrest statutes. They hung this guy out to dry. That will make citizens get involved in crime for sure. Sheesh.

Harrison took Bruneau's keys out of his car just to try and detain him until the cops got there. He only did that because the guy was driving so crazy! The article left out that after Harrison took the keys Bruneau tried getting in Harrison's car and drive off. Harrison grab Bruneau and that is when Bruneau hit Harrison in the face and a fight started. Harrison held him down in self defense waiting for the cops. That's when Bruneau slashed his leg open from knee to anckle. His calf was half hanging out and he got stiches and 51 staples! If you look at Bruneau's arrest photo, he doesn't even have a mark on his neck. I agree that Harrison is not a cop and he should have waited for them to get there, but sometimes things don't happen as we plan them and this was just one of those times.

This is when a physical fight insued between the firefighter and Bruneau. The firefighter shot his gun in a trailer park where anyone could have been hurt. At this time Bruneau was in fear for his life. Bruneau then trying to free himself from a second choke hold after the gun had been fired cut the firefighter with his window tinting knife in order to free himself and then fled the scene to get away from the off-duty firefighter who he thought was trying to kill him (Bruneau). What was not stated in the article is Bruneau came back to the seen voluntarily once he realized the police were there. Bruneau is the victim here not the off-duty firefighter who is a want-to-be police officer. He should have waited for the police to come to the scene instead of taking matters into his own hands. He may now think twice before ever attacking someone again.

Bruneau was NOT in a choke hold when he cut Harrison's leg! He was on the ground with Harrison trying to hold him down. He would not have been able to cut Harrison's leg from knee to ankle in a choke hold! Harrison only went for the gun AFTER Bruneau came at him for a SECOND time with the box cutter! I guess you can say Bruneau came back to the scene on his own....with the help of two officers!!!!!!

He was in a choke hold and he was not cut from his knee to ankle he was cut on his upper thigh-it wasn't a box cutter-it is a window tinting knife which Bruneau uses for his job as a window tinter. Bruneau came back to the scene on his own-he was not caught by two officers. Get your facts straight-I know because I WAS THERE!!!

Bruneau is not the victim, my brother is. On 7/15/07 Bruneau was charged with obstructing or opposing an officer and on 8/7/08 he was charged with DUI, driving on a suspended license and refusal to submit to testing, which goes to show his character. The only people in danger were my brother and everyone else Bruneau came in contact with that day. Bruneau's story is preposterous. He is clearly lying to try to diminish his criminal actions. His girlfriend drove him there? He was only driving in the park? He was sitting in a parked car? Which one is it? My brother is a very caring and conscientious person. This is not the first time that he has become involved in a situation that was potentially dangerous for him. One time he observed a police officer struggling with an individual who had been pulled over and he stopped and assisted the officer, who may have been killed without his help. He listens to his radio when he is not on duty and has gone to accident scenes to save lives. I can assure you, slc, that if my brother finds himself in a situation where people's lives are at risk and he is able to do something to help them, he will. And that goes to his character. I wish there were more people like him.

AnnieC2B-Bruneau was attacked by your brother. Your brother lied to him to get him out of the car and then attacked him. Where was your brother's character when he shot his gun in a public area and put people's lives in danger? Bruneau was not charged with DUI in this case so why is the reason your brother felt it necessary to attack him. He should have waited for the proper authorities (the police) to arrive at the scene so they could decide if he was impared or not. He was not tested so the police must have thought he was not impared or you would think they would have tested him. Bruneau's prior record has nothing to do with this incident. The case from 8/7 is pending so we will see how that turns out. Bruneau has had no prior violent crimes-he was defending himself. If your brother wants to play cop tell him to quit his job as a firefighter and become one.

Bruneau was charged with aggravated battery with a deadly weapon, which is much more serious than a DUI. That is why he wasn't charged with DUI. The police and firefighters work very closely together, and defend each other like brothers, I doubt very seriously that they are going to take Bruneau's word over a brother firefighter's. Hire your friend a lawyer, if you want to help him.

slc if you where there you would know Harrison was cut from his knee to his ankle. I have seen the cut myself! And Bruneau did not return on his own that is why the cops had a helicopter looking for him!! ALSO.. he has a prior arrest record in Brevard County!!!! A felony!!!!!!

I understand that there are people who do not agree with how Harrison handled the situation, I get that. I repect the fact that we are all intitled to our opinions. However, I can not stand when I read a comment on TBO that I KNOW is not true.

I feel indebted to the Firefighter who attempted to do the right thing and be a good samaritan. How would readers of this article feel if they knew someone could have prevented a member of thier family getting killed by a DUI driver, yet that someone just turned a blind eye to it? Richard Martin Bruneau is personally known to me and I can tell you first hand that he has been escaping the law for years. He is a habitual traffic Offender and was charged in several counties for Driving on a suspended or revoked license. As recently as July of 07 he was charged with DUI. Yet there he was out drinking and driving again. Yet he was not charged for DUI because the Officers could not place him behind the wheel. Another escape from justice for Bruneau. The Bruneau I know has been involved in drug sale and use for years but has never been caught. He has assaulted numerous persons not excluding sexually assaulting and rape that he was never charged with. I know because I was the victim. So those of you especially SLC ....should really think about the character of this deviant, who is genitically pre-disposed to go to prison. His father is currently incarcerated in the Florida State Prison.

The police and firefighters work very closely together, and defend each other like brothers, I doubt very seriously that they are going to take Bruneau's word over a brother firefighter's.
